(An m-Governance project for developing a decision support system through vehicle tracking and monitoring)

OBJECTIVE

The objective of implementing Global Positioning System GPS system in the vehicles is to make sure that the services of the vehicle are timely delivered/made and vehicles are not kept idle without use.

The objective of the work will broadly include but not restricted to the following:

• Providing the designated vehicles with automatic vehicle locator devices (with GSM/GPRS connectivity with the server) with necessary Software for tracking and monitoring of the water tankers maintained by the Office of the Deputy Commissioner ER, District – Bilaspur of Himachal Pradesh.
• To monitor the movement of vehicles continuously for 24 hours
• To provide report on the movement of vehicles every day and as when the situation arises

Besides the above it is also intended the following:

1. To get a daily summary report as and when the vehicle leaves the Depot office.
2. To get daily trip on the movement of vehicle
3. To check/verify whether the vehicle was fully utilized by providing details of the trip including visits to street supply and street name of water tanks.
4. To get a daily summary report when the vehicle is back to the Depot office / Filling Station.

SCOPE OF WORK

The scope of work will include but not limited to the following:

• Providing in vehicles with automatic vehicle locating device. The installation of the GPS units includes GPS receiver, mobile data terminal modem, transmission equipments and other accessories.
• Development of suitable interface for GPS with a suitable communication technology like GSM /GPRS.
• The equipment which is to be fixed on the vehicle should be rugged, water and tamper proof.
• Generating Reports, Data and Analysis of the vehicles and furnishing the report to the designated authority. Generation of data and reports by Vehicle Tracking and Monitoring.

Tracking Software

• The software is web enabled and usable from any computer without the need for any additional proprietary client license software
• The access shall be protected with a user name and password
• Login access shall support multiple privileges with a minimum of three levels namely tracker, supervisor and manager
• Different types of reports may be accessible by different logins based on the role of the user in the employer’s organization

The following parameters will be captured by the software system:

• Time of start from the Depot/Area office/ Filling Points.
• Time of reaching the street and the time taken for street supply/ filling the water tank or sump.
• Travel history of vehicle (distance and way points covered)
• Trip Details.
• Stop details during the Trip
• The following Reports will be furnished

DAILY REPORTS

• Vehicle status report – current information, vehicle ID, location, time and duration in the present location by the vehicle
• No. of streets where water is supplied, No. of water tanks filled up
• Route violations alert / report.
• Abnormal delay in one location (>2 - 3 hours)
• History of vehicle
• Distance chart
• Trip Summary Report
• In & Out Report
• Idle time Report.

WEEKLY REPORT

• Total distance travelled report
• No. of streets where water is supplied, No. of water tanks filled up
